Oklahoma Public School Resource Center aka OPSRC (the Organization) is accepting proposals from organizations to provide Consulting Services for our organization over the next 3 years. Background of Oklahoma Public School Resource Center, Inc. 

The Organization is a not-for-profit corporation organized and operated for the purpose of providing support to Oklahoma public schools through education and consultation. Oklahoma Public School Resource Center envisions a quality public education for every child in Oklahoma. Our mission is to drive transformation and increased academic achievement within Oklahoma's public education system. 

OPSRC membership is open to all public schools in Oklahoma. Our experts are available year-round to assist member districts in the areas of teaching and learning, school finance, education law, communications, and instructional technology. Member districts can access consultants on demand and participate in ongoing professional learning and leadership development. 

Services to Be Performed 

Oklahoma Public School Resource Center (OPSRC) is seeking proposals from qualified consultants or organizations to provide planning year support for charter school founders participating in the School Design Center Fellowship with potential additional support in year one of operation. We anticipate selecting multiple consultants for a pre-qualified list in which schools will be able to select consultants that fit their needs. This program is funded by the FY2023 CSP State Entity Grant awarded to OPSRC. 

The core objective is to ensure Fellows have the tools, systems, and operational readiness required to open high-functioning schools from Day One. During the planning year, Fellows must build organizational infrastructure, activate resources, hire staff, and develop operational systems. 

Consultants should propose services aligned to the following planning year startup readiness domains: 

Organizational Infrastructure: Supporting the setup of Student Information Systems (SIS), enrollment and lottery systems, compliance reporting, and HR personnel policies. 

Founding Team Capacity: Assessing team capacity, aligning roles and responsibilities, and developing leadership decision-making structures. 

Facility Readiness: Evaluating site selection, safety compliance, classroom layout, and maintenance planning for Day One operations. 

Strategic Startup Budgeting: Guiding the strategic deployment of limited planning year resources and sequencing early purchases aligned to the school mission.

Deliverables 

The selected consultant(s) will be expected to deliver the following structured supports: 

Planning Year Playbook/Toolkit: Development of startup planning templates, readiness checklists, and decision-making tools covering leadership, facilities, finance, and legal domains. 

Planning Year Activation Workshop: Design and facilitation of an immersive workshop to audit startup readiness, identify risks, and sequence the first 90 days of planning. 

Ongoing Cohort Touchpoints: Facilitation of regular working sessions for Fellows to develop workplans, review milestones, and troubleshoot operational challenges in real time. 

Individualized Startup Coaching: Providing targeted support in the final 2-3 months of the planning year, including the development of a launch "punch list" for items like food service contracts, transportation, and IT setup. 

The timeline for completing these projects typically aligns with the planning year leading up to school launch.

Your Response to this Request for Proposal 

In responding to this request, we request the following information:

4. Cost proposal with hourly or fixed prices for services, including travel.
