Oklahoma Public School Resource Center envisions a quality public education for every child in Oklahoma. Our mission is to drive transformation and increased academic achievement within Oklahoma's public education system.
OPSRC membership is open to all public schools in Oklahoma. Our experts are available year-round to assist member districts in the areas of teaching and learning, school finance, education law, communications, and instructional technology. Member districts can access consultants on demand and participate in ongoing professional learning and leadership development. Members also enjoy exclusive discounts with our product partners on items and services to help their districts run in an efficient and cost-effective manner. OPSRC supports public education by making some of our resources available to all schools regardless of membership. Our Superintendent Search Service, both of our Education Technology series, Data Portal, and digital product comparison site, Learn Anywhere Oklahoma, are available to all districts. Meet Our Team
Susan Baldwin serves as charter technical assistance lead for OPSRC. Susan provides technical support through the OPSRC School Design Center to charter school program Fellows as they apply for approval and then prepare to operate a new or expanded charter school. She holds a bachelor’s degree in music performance and education from the University of Hartford/Hartt School of Music, a master’s in education from Central Connecticut State University, and a second master’s in educational research and leadership from California’s High Tech High Graduate School of Education, in addition to a certificate in educational leadership from the New Leaders transformational leadership program.
Kurt serves as director of technology for OPSRC. In this role, he provides technology consulting and professional development for members. His knowledge and experience covers technology use at the administration level, including broadband needs, as well as teacher and student classroom technology use.
Kurt grew up with technology, learning how to program computers as a child back when personal computers were new. In 2012, he learned how schools were using technology to enhance education. He decided to dedicate his future to helping public schools use technology effectively to engage students in their own learning. For six years, he led the education technology department at the Oklahoma State Department of Education. Kurt earned an MBA from the University of Oklahoma and a bachelor’s in marketing from Oklahoma State University. He lives in Choctaw with his wife, who is a K-12 teacher, and his three sons.
Barri Bulla works with our member schools to support data collection and analysis efforts, which then inform feedback to member organizations. Barri worked in a similar capacity for the State Chamber of Oklahoma’s government affairs team before joining OPSRC. She holds a bachelor’s degree in politics and government from Drury University and is a Tableau Certified Data Analyst.
Dr. April Grace’s role at OPSRC draws upon her vast experience in Oklahoma education, her field of choice since 1989. Her leadership is a guiding force within our organization. Diverse experiences have contributed to her ability to serve OPSRC and our member organizations.
Dr. Grace’s 35-year public education career makes her a natural fit to lead OPSRC. She has served as a classroom teacher, site-level administrator, an assistant superintendent of human resources, and, ultimately, district superintendent.
Dr. Grace’s expertise and out-of-the-box thinking have been recognized at both the state and national levels, most notably when Dr. Grace was named the 2021 Oklahoma Association of School Administrators Oklahoma Superintendent of the Year.
Dr. Grace has also been involved in leading, serving, consulting and policy development. She has designed university education curriculum for both masters and doctoral programs and has served as a training specialist and leadership consultant at the Marzano Evaluation Center. She has served in leadership roles in numerous education organizations, including a term as president of the Oklahoma Association of School Administrators, only the second woman in the organization’s history.
Dr. Grace earned her bachelor’s and master’s degrees at the University of Oklahoma before graduating with her doctoral degree via the University of Phoenix.
With more than 15 years of experience as a superintendent in Locust Grove, Chickasha and Pawhuska, Dave has honed his expertise in day-to-day school operations including school finance, staffing, federal programs, curriculum, and professional development.
David was named Teacher of the Year at Agra High School, Teacher of the Year at Perry High School, and served as a two-time Conference Coach of the Year for Agra High School. He earned a master’s degree in Educational Administration and a bachelor’s in Education, Social Studies, from the University of Central Oklahoma.
Lori Cox brings more than a decade of experience to her job, which encompasses the application of textbook principles into real-world learning. Her previous roles as an elementary school teacher and principal for over 30 years informs her work at OPSRC. Lori uses data analysis and industry best practices to focus on student needs. She earned a master’s degree in educational leadership at the University of Central Oklahoma and a bachelor’s in early education from University of Science and Arts of Oklahoma, Chickasha.
As OPSRC’s teaching and learning director, Tammy Dillard leads, manages and directs staff responsible for providing professional learning services to our member schools. Tammy also leads the Innovative School Cohort, which focuses on helping school leaders to build and expand their capacity in leading and implementing effective change, which positively impacts student outcomes. With more than 30 years of classroom and administrative experience in Oklahoma, Tammy brings practical experience to the role, along with her passion for building a continuous culture of improvement. Tammy earned her bachelor's degree in elementary education from Southeastern Oklahoma State University before completing graduate work in curriculum and supervision at the University of Oklahoma.
Eric Doss serves as the director of quality charter services. He is responsible for working with Oklahoma charter schools and authorizers to ensure adherence to the highest standards for academic quality. After an award-winning career as a band director and music teacher in Oklahoma, Eric began his tenure as superintendent at Tulsa School of Arts and Sciences (TSAS) in 2010. During his tenure, TSAS was named a National Blue Ribbon School and expanded to include grades 7 through 12. Eric holds a master’s degree in education from the University of Oklahoma and a bachelor's in music education from Southwestern Oklahoma State University.
Andy Evans serves as OPSRC’s finance director, a role in which he also lends his financial expertise to schools. Consulting at the district level on budgeting, managing cash flow, predicting future needs, managing federal program applications, and general aid in the effective use of financial resources. He also works with district school boards on state required trainings. Andy earned a master’s degree in education administration at Southwestern Oklahoma State University, where he also graduated with a bachelor’s in natural sciences.
Tod Harrison has worked in teaching and educational administration since 1984, with experience in Japan, Texas and Oklahoma. His passion for public schools influences the approach he takes as our director of membership.
Tod’s leadership as a behind-the-scenes champion for Oklahoma’s public schools has included engaging with city and civic leaders, bond passage for rural school communities like Hugo and Bethel, and implementing town hall-style public meetings. He also helped improve local schools’ culture, protocol and classroom procedures.
Tod retired from Pioneer Public Schools at the end of the 2022-2023 school year before joining our team as the products and partnerships manager. He holds a master’s degree in education with emphasis on school leadership as well as a bachelor’s in education from Southeastern.
Taylor Kilburn oversees the implementation of language-specific accommodations and multilingual communication, with services intended to improve school experiences for diverse households. Taylor has worked in youth and family-related services since 2008. She graduated from the University of Oklahoma with a master’s degree in social work and from Oklahoma State University with a bachelor’s in sociology. Taylor is also a 2015 Anne and Henry Zarrow Social Justice Award honoree.
Adrian Lovett, operations director, supports our deputy director in managing daily operations while maintaining our vision and values. She supports program staff and directors, in addition to overseeing organizational communications. Adrian’s previous experience in event planning and seven-figure budget management contribute to her efficacy in the role. She earned a master’s degree in public administration and a bachelor’s in multidisciplinary studies at the University of Oklahoma.
Getoya Lowe, charter school program grant specialist, provides technical support to charter schools that have received the federal Charter School Program (CSP) Grant through OPSRC. Getoya formerly served as the school operations manager for Tulsa Lighthouse Charter School.
As a special education content specialist, Melissa Madden is a member of our teaching and learning team. She helps schools identify their most pressing academic needs and provides assistance to address them effectively. Melissa brings more than 20 years of experience in special education throughout Oklahoma’s rural districts, in addition to leadership as a special services director and alternative education director. She earned a master’s degree in education at the University of Oklahoma and a bachelor’s degree in special education at East Central University.
Alyssa McCook’s nearly 30 years of experience in educational administration and classroom management as an elementary school teacher and principal make her an ideal professional to concentrate on pedagogy. Her role centers on devising curricula and bridging the knowledge gap for Oklahoma’s youngest learners. Alyssa earned her master’s degree in educational leadership at the University of Central Oklahoma. She also graduated from Abilene Christian University with a bachelor’s in elementary education.
Pat McKinstry serves as deputy director and oversees the overall financial operations of OPSRC. Pat brings more than 20 years of experience in nonprofit management. She also manages the Catalyst Education Fund, which provides donated tax credit funds to member schools who are providing innovative programs to their students. Pat holds a bachelor’s degree in English from the University of Central Oklahoma and earned a paralegal certificate at the University of Oklahoma.
As director of products and partnerships, Jason Midkiff collaborates with our staff, directors, outside businesses, and stakeholders to seek additional funding opportunities that will benefit member schools. He has been involved in public education for more than 20 years as an educator and superintendent, including technology initiatives, bond projects and the implementation of diverse learning practices. Jason holds a master’s degree in education administration from East Central University and a bachelor’s in social studies education from Southeastern Oklahoma State University.
Code.org Partnership Manager
Elizabeth Pekrul is a member of the teaching and learning team by providing professional learning and as a liaison for our Code.org regional partnership. Formerly a classroom teacher for more than a decade, she enjoys helping teachers plan and implement engaging programs. Elizabeth holds a master’s degree in curriculum and instruction from Southeastern Oklahoma State University and a bachelor’s in elementary education from Northwestern Oklahoma State University.
Jean Potter helps schools identify their most pressing academic needs and coordinates assistance in effectively addressing those needs. She creates and facilitates professional development for teachers throughout Oklahoma, focusing on the needs of rural districts and charter schools. Jean brings more than 20 years of experience to the role, with work in Texas and Oklahoma public schools. She earned a master’s degree in general graduate studies at the University of Iowa and a bachelor’s in biology at Missouri Southern State University.
As OPSRC’s communications director, Bonnie Rogers coordinates internal and external public relations efforts, including media relations. With nearly three decades of experience, Bonnie has worked in diverse areas of public education, from serving as a classroom teacher and curriculum coach to director of communications and chief information officer. Her tenure has spanned Jenks Public Schools and other Oklahoma-based positions, as well as classroom experience in Texas and Kentucky. Rogers earned her bachelor’s of education from Southwestern Oklahoma State University. Bonnie also holds a master’s degree in education from the University of Oklahoma (OU), in addition to post graduate work in OU’s Educational Leadership Doctoral program.
